Recover Chat Service

If the agent itself can start but chat entry points do not respond, check these first:

1. whether the agent is running
2. whether the channel is enabled
3. whether channelAccountId is valid
4. whether the agent was restarted after the last change

Common recovery sequence:

city agent status
city agent restart

If it still does not work, continue by checking:

• model binding
• channelAccountId
• whether the message really reached the target agent
